Paradise Fish... 5 Gallon Tank?

I would like to put a Paradise Gourami in a 5 gallon tank, which will be under good maintenance. Can it live alone with just a few plants? Can it even live in a 5 gallon? I know it fits the 1 inch per gallon rule, but I also know it has many exceptions. Is this one of them?
What about two rams? Would that work?
 
The inch per gallon rule doesn't work. If it was to be applied to anything it would be slim bodied fish under 2" as adult in no smaller than 10-15 gallons.

A Paradise Gourami gets quite large and needs swimming room, no smaller than 12-15 gallons for one.

Rams, despite their size, need more like 15-20 gallons.

A Betta would fit in a 5 gallon, but that's about it.
 
That fish needs about a 30 gallon tank. They grow to about 4 inches not including the fins. Not only will you have poor water conditions in a 5 gallon tank, but this fish will not even have room to move around.

Really, a male betta is about the only fish that could be kept in a 5 gallon, but only if it is heated and filtered. Most other fish small enough to keep in it do best in groups of 6 or more, and you don't have enough room for that either.=
 
Really I would at least suggest a 10 gallon with a filter heater light and plants because a 5 gallon is really unexceptible.
