Palm Treo 650 Question?

I just bought a Verizon Palm Treo 650, and went to activate it on Verizon because that's my cell phone carrier. It said right as I was about to activate it, that if I wanted to activate it I was going to have to add on unlimited web and email access to our plan for $45 a month, and there is no way I am going to pay that. Is there any way to get around that, or do I just need to stick with my current phone, and use this as only a PDA? Also, where can I get the software that allows you to download and put apps onto it from the computer?

you cannot use the phone as PDA as long as you do not have data plan, only as regular cellphone. But yes, it is possible.
