Painting from 1940's with little boy crying outside dog license office?

There was a print that was given out at a grocery store back in the 1940's (ish..could be a bit before or after). IT's of a Normal Rockwell style little boy with blonde hair and a striped shirt sitting outside a door that advertises dog licenses for $2.00 he's crying and only has one dollar in his hand and a terrier gazing up at him. I'm desperately trying to find someone who can tell me the name/artist..I'm having no luck so far! I'm relying on old memory for my description so if you know what I'm talking about but a detail or two doesn't match please forgive me. I'd be so grateful if anyone could help.
Talked to my mom it came with a calender attached and she remembers the year on the calender being '51 or '54.
Thank you! It MUST be Frances Tipton Hunter..and it is the right boy!! Thank you!! But the scene is not "Down But Not Out". He's only got one dog with him and there's a sign on a door in the background. But hey we're off to a great start- and so quickly!! THANK YOU!!
