packard bell pc----suddenly will not start up but freezes on the logo display?

I cannot get onto the bios screen-only the CMOS setup utility menu but by changing any settings here it doesnt help. Screen comes upsaying reboot from disc but no disc available.Any idea on how i can get onto BIOS screen or get to system restore or how to rectify the problem? many thanks
