a new PSU solve this? Windows 7 Home Premium 64-bit
2.4GHz Intel Celeron E3200
2X 60GB Hard Drives
2GB RAM
250W MicroATX PSU

(Uplugging from power causes the whine to go higher and lower for a few seconds before completely dying out).
