Outline for Research Paper?

I'm writing a research paper on Elder Abuse and how cases have become prevalent in the U.S. over the past few years. I want to argue that cases have both increased and become more extreme. What could an outline for a research paper topic like this look like?

[Ex:
-Intro
-History of Elderly Abuse
-Body?
-Conclusion]
This is actually a terrible outline but I wanted to give you an idea.
 
Since it's a research paper, you should first find some sources, then find some good quotes within those sources which will support your thesis. Then do this kind of outline:

1--Intro--just write your thesis
2--quote 1 and what it means
3,4,5,6, etc--repeat step 2
7--Conclusion--the overall impact of your thesis and proof you are correct

Remember, the point of an essay is to convince the reader your thesis is true. Give plenty of quotes (this should take up no more the 25% of your essay) and explain what they mean, their impacts, and relate it back to the thesis. A body paragraph should go:

1--topic sentence--a sentence that summarizes/makes a statement about the paragraph in question
2--quote
3--explain quote
4--relate back to thesis
5--so what? why should people care/what is the point?
**note--4 and 5 could be either/or/and--you may not have to do it all the time and feel free to switch the order if it makes the paragraph better

You conclusion should not only restate you thesis but also give insight to how it affects the reader/society. Why should we care and what was the ultimate point of reading your essay. A weak conclusion is what brings down a grade on a paper the most.

Also, for History of Elderly Abuse, I would put that in the introduction, because it will give the reader a clear view of what else to expect when reading your essay.
