Out of six boys, exactly two were known to have been stealing apples. But who?

Harry said "Charlie & George."
James said "Donald & Tom."
Donald said "Tom & Charlie."
George said "Harry & Charlie."
Four of the five boys interrogated had named the miscreants correctly and lied about the other one. The fifth boy had lied outright. Who stole the apples
Charlie said "Donald & James."
Tom could not be found.
