Out of all the sport leagues, do you think NBA scores depend the most on sheer luck?

Seriously, basketball is without question the most controversially officiated sport; games decided in the final seconds rely heavily on luck (e.g. being in the right position to foul, avoiding contact for the open shot, etc.), players stand in the lane for over three seconds while the referee doesn't notice, and fouls are constantly disputed. I just think other sports like football and baseball are fundamentally more inclined to favor skill and much better officiated. What do you think?
