Organize media files on Windows XP?

I'm working with a fairly old WIndows XP computer, but I can't afford to upgrade yet. What I'm looking for is a way to organize my media files (family photos, old home movies, etc) Is there any program available that will allow me to attach tags or ratings to my media files so I can find them easier? I have a rather large family, and a few years back I had as many old photos and movies converted to digital media as I could find, but now I get requests from family members for things all the time and it's just such a pain to get everything together. Right now I have everything organized into folders by event or family member where I can, but say Cousin Jimmy wants as many photos of Uncle Fred as I can find for Uncle Fred's 90th birthday party I have to search through everything individually looking for him because he attended many events over the years. I'd ideally like to be able to tag something with his name and then be able to search for it and find all the files that are tagged with his name. Does something like that exist? It doesn't have to be flashy or anything, in fact I would prefer something cheap and simple if possible.
