Orange/Green circles painted near bridges and barriers, what does it signify?

I live in California, and on concrete walls next to the road, on some bridges, and sometimes near floodgates, i sometimes see circles painted halfway up the wall, whose left half is painted fluorescent orange and right half is painted fluorescent green. The emblem is usually 12 to 16 inches in diameter. What do these signify? Is there a particular reason for the arrangement of the colors, and were they put there by DOT or CALTRANS?
