Orange CA City Ordinance apply to children?

I live in Orange,CA and there's a city ordinance for noise level. I've been trying to research if this applies towards children. Between 7am and 8pm they're in their backyard screaming, crying, and fighting. It's ridiculous! I can't have people in my yard past 10pm but they can be out all day causing me anxiety? Is there anything I can do or does anyone know how the ordinance law pertains to children?
 
Noise ordinances certainly apply to the parents of children if the parents allow violations of the ordinance, but I would very much doubt that the noise of children actually violates the law.
 
There is nothing you can do, its is normal for children to be this way.You are the neighborhood grouch. Chances are you will have your house toilet papered or egged if you don't become a normal pleasant neighbor and leave your grumpy abnormal anti-social ways behind.
