Opinions? Financial aid dependent upon appeal.?

I am currently enrolled in a 4 yr university. I first enrolled fall 2005 only to withdraw from the university completely after a month or so. Reason being a financial aid mishap, (failure to complete loan exit counseling) and loan never being disbursed. This left my mother with the absurd task of trying to pay 20,000 $ out of pocket. This led me to the spontaneous decision to withdraw. Well I have decided to come back and have been here for three semesters, currently in my forth. My completion rate at the end of this semester will be 62% (not the best). I need 70% completion rate to continue to receive financial aid next fall. I will be taking summer classes which will boost me up to 66 %, still below the cut off. Although these are moderately low I believe I have a justifiable explanation...The attempted credit hours from fall 2005 are taking into account when computing my completion rate, 13 credits to be exact. If these 13 credits were not on my transcript I would satisfy the 70 % requirement easily.

I am aware financial aid suspension appeal process and currently thinking about going that route. Are there any counselors who have a background with the process? What are your thoughts? This is my only option at this point. I will mainly be taking the "my past financial aid mishap led to the non-disbursement of my funding, which subsequently led to my withdraw" route. Although this may be a weak defense, it is the truth, and I have no other options.
