only 2 carbs running rich on suzuki rf900?

I already know I need new idle jets because the mixture screw has to be set to about 1/2 a turn out to get the right mixture. But when I adjust the the mixture screws on carbs one and two, I set the screws all the way in and those cylinders are still running rich.
Any ideas about what is causing this?
do I need to buy different sized jets for carbs 1 and 2?

(the ignition system is good)
