Online File editor.. HTML and PHP whatever?

Hello.

I want to make a cms that can show the source code of the file requested by the user and can facilitate him to edit the source code.

I don't want to use ... open source CMS editor like FCK editior.
I only want to give him access to edit source code.

Please explain me algorithm that how it can be done,
