On using Aperture is it right that using the smallest f stop gives the sharpest picture?

Hi Is it right using a prime lens at the maxi um f stop will give the best sharpest picture (1.8) so is it the same case using a zoom Lens the same principle. How do you know on each lens what is the best f stop to use
