No. Apps can only access information, not give it out. For example, you download an app that lets you easily assign a ringtone to a specific contact. That app will probably say that it is able to access your contact list as well as the media on the phone, because it needs to be able to read your contacts as well as the ringtones that you have on the phone, in order to do what it was made to do. But it does not ever take your personal info and share it with any other site, app, program, etc. That would be illegal and Google would never let an app like that in the Market
