On neutral, the motor would only go up to 3,000 rpm on a Ford Fusion... was

I looking at a lemon car? I am trying to buy a car and yesterday I saw a Ford Fusion 2007, and when I tested the engine, car in neutral, and pressed the gas, it would only go up to 3,000 or 3,500 rpm but topped at that even if i pressed the gas pedal all the way down... is that supposed to happen or was I in presence of a lemon car? The guy wouldnt really say. Is it a safety limit or something? Im not buying that car anyway.
what are you talking about?? im freaking beatiful... ladies fall for me left and right... hahahah..

Thanks to the answers... now i know it was meant to happen. Is that something a lot of cars have??
