On my thigh, I have developed dry, flaky, yellow skin. Any suggestions?

Within the last month or so, I noticed that on my left thigh(right where the quadriceps are) I've developed this dry, flaking yellow blotch of skin, about the size of a quarter or a loonie(here in Canada anyways). Today, I just noticed that another one developed on the same leg about a centimeter away from the first one. My other leg has also developed blotches of dry skin that are flesh-coloured, but have what appears to be goose flesh(except the bumps are darker, thus noticeabe) If it helps, I'm 14, and I've been diagnosed with eczema since I was about 3 or 4. Since I was about 7, though, the symptoms have pretty much disappeared. Lately, I've been kind of stressed because I have a lot of work on my plate. I never used to get eczema on my legs, mostly between my knuckles and on my hands. Recently, when I ran, the blotch burned when the fabric of my shorts rubbed against it. Could this be eczema? If not, what could it be? My mom thinks it's eczema, but she wasn't sure. I would much rather know now if it's something very serious than find out down the road.
