on going problem w/ a 2000 dodge neon?

the car has a little miss or skip while driving 55+mph alright i ran a few more test today,try to follow me if you can.on the end of the fuel rail i took and put my fitting on with a 1/8th" hose,i put a tee with a valve and then put the gauge on the end(that way i can open the valve and let fuel drain in to a can and still maintain 40lbs of fuel pressure) with the valve closed i have 50-52lbs of f.p. i opened the valve a little and kept it at 40lbs while the fuel was running out it had surges of air coming out (this was with the car running) every 4-5 seconds like how it acts like when im driving.i think this could explain my problem.what do you all think?while going down the road the pressure remains around 50lbs.i have the gauge ran in the car so i can see it.but when i shut the car off the pressure will go down to 5 lbs after 5-8 minutes is it supposed to hold the pressure or go down like that?also i havent filled the car up all the way with gas either only half way,ive only owned the car for 2 weeks,id hate to fill it to have to drop the tank.and now it makes some sense cause my jimmy done that and the rubber line between the pump and sending unit was dry rotted but anythings possible right now
