...potential perks? For example, if my starting agility is 5 and I get the agility implant to boost it to 6, will that enable me to select the Sniper perk, that requires an agility of 6? Or will I need to use an intense training to get to 6?
 
No, your good with the implants. Note, if you plan on using the implants to boost your character, it is smart to up your endurance in the beginning, seeing as how endurance is needed for multiple implants. Boosting endurance in the beginning really pays off, even if it doesn't really help the characters you want to make in the beginning.
