On Facebook, why is "chat" option almost always not available for me ?

On my F/B, my chat option is not available, just a yellow triangle when hovered over says, chat not available at this time. I'm also not visible to others even when it seems that i HAVE got the chat option.
i am not offline, and my pc DID allow it, now it don't ......?????
 
Because you have chosen to be appear offline, click on the chat option and appear online.
