On a bike, does a higher gear mean a bigger gear cog?

I just tried to self-repair my bike(it's a 21 speed), and when i shift in the 1-3 section of gears the cog size goes by order of numbers (1- smallest cog, 3- biggest cog). but the 1-7 gears go the opposite way. which gear is wrong and is this a reason for concern?
 
The gears go by the easiest to pedal 1 on the front is smallest and 1 on the rear is the biggest. It doesn't take long to get use to it.
 
None of them are wrong--that's just the way it is! A higher gear means a smaller cog on the wheel and a larger gear on your crank set.
