The vehicle turns over a few times before starting and a mechanic indicated it is probably the fuel pressure regulator. The thing is I don't have a repair manual. It will be on the fuel line, but is it in the engine compartment under the vehicle or maybe even in the fuel tank?

Do you know how to test it once you find it? It will be at the end of your fuel rail. Which will run along the injectors.
You will need a fuel pressure gage and a vacuum hand pump.
The pressure regulator will be controlled by the vacuum of the engine. You will need to change the vacuum to see if its working. You can also check to see if your pump is working at peek. So you can test both at the same time.
