Old Testament Covenant vs Old Testament Law?

In the OT (In Jeremiah 31:31, to be exact), God says that He will be making a NEW covenant. So my question is this: Are we to believe that when a new covenant is made, that new laws will be made as well? Or are the OT laws something that always were, are, and will continue to be and will NOT be changed even after the "new" covenant comes into play?
