Old sonic game for Sega Genesis? ?

I'm trying to find the old sonic game were you could play as tails, knuckles, and the pink girl hedgehog. where Tails was trying to build an airplane I think, and sonic could go into the city.

I know for a fact its not sonic 1,2,3 or sonic and knuckles.
