Ok what do you think my History teacher is wanting here?

The question is:
"Discuss the major motives Americans had for expanding overseas. Describe the methods and shortcomings they had available for expanding."

I've got the first half.... but what exactly is my teacher looking for do you think?
The time period is around the 1900s- 1929
 
1900s-1929! it makes sense to me and i'll explain without going too far afield: in order to get something you want, there has to be some kind of plan you've made up to get it, even if it is a simple 'going to the store'. but, realistically countries can't 'go to stores' for overseas property but plan they must. somewhere, just like you, a country has to decide what they want, where they want it and how to get it, right? this is a 'method'. now, somewhere in this plan there must be consideration on short-comings or negative details on getting what you want. not enough money, too far away, who's going to mind the property if americans aren't around, who's going to govern, etc.? think,my friend, think. put yourself in the place of a country, shop for what you want, make a list of what you want, how to get it and possible problems once you get it. get it? got it? good! it's all there so move it!
