Ok so I have a 1999 Jeep Cherokee straight 6 4.0 liter. It keeps skipping and

hesitating every now and then.? If i stop at a stop sign the car almost sounds like its going to die but it never does. It just sound like the car is skipping. IT never stalls out though just hesitates. The fuel pump and spark plugs and wires have all been ruled out. I also replaced the oxygen sensor but it is still doing it.

Ok so it does it all the time not just when im sitting at a stop sign. I ruled out the spark plugs and what not because i replace them. It is fuel injected.
and my uncle has run diagnostics in it and checked the fuel pump to make sure it is holding pressure

How have they been ruled out? Were they replaced?

When was the last time the fuel filter was changed?

Did you run a diagnostic on the Electronic Control Unit?

How about cleaning or replacing the fuel injectors.
 
Check for a loose or unpluged vaccum line.
Or could be that the Idle is not set right.
If it has a carborator or is fuel injected, check out those things too.
