Oil Painting on a budget?

I am interested in buying oil paints but I'm afraid since I am new to oil paints I don't know where to start with. I was looking at tubes of paint but they are about $7 for a tube!! If i plan on getting about 12 tubes of color it will be expensive.
I know i need oil paint, brushes, and a palette but what kind of paper can i use? Are mediums required?
What about water mixable oil colors?
 
the problem with paints is they are usually VERY expensive, especially oils, and it adds up over time. (by the way, you probably need a canvas, not paper. dont worry, those come cheap.)

this is why i paint digitally. once you get photoshop and a tablet, you never have to paint anything again. after a couple commissions, its already paid for itself.

but, if you are interested in paints, you really only need blue, red, yellow, white, and black. painting is based around color mixing. dont buy all 12.
 
you mix colours so you dont need 12
so white
burt sienna
ultramarine blue
veridian
oche yellow
light yellow ( cheap replacement for cadmium yellow)
bright red {cheap replacement for cadmium red}
alzarium crimson

there is no Right or wrong palette but that's the palette i use
you make black from brown and blue

water soluble oils are terrible don't use them
