Odometer/Speedometer Rollback on Honda Vehicles?

I am looking to purchase a used Honda from 1999-2004. I am concerned that the odometer readings on some of the vehicles is not truthful. Is it possible for fraudsters to roll back the odometer on these vehicles? If so, is there a way to tell that this has been done?

I think I should make it clear that I do not want to know how this is done, only if this is a possibility that I should be concerned with.
