odometer issues on 1991 chevy silverado?

I have a 1991 silverado C1500 the odometer has quit rolling over, the trip meter wont even roll over, can anyone tell me what the problem is, I thought that these still ran off of a cable in 1991 but some one told me they were electric, can anyone help please!!!!!!!!!!!
 
Chevy went electronic starting in 1989, you truck uses a speed sensor where the cable would of have connected on the tailshaft of the tranny. There are 3 things it can be, either a bad cluster, bad wiring going from the speed sensor to the computer, or bad speed sensor.
