O2 sensor creating no boost 86 Starion?

on my 86 Starion, i had a broken O2 sensor that was disconnected and completely black. after a new O2 sensor, the car doesn't want to hit boost. completely 0psi at full throttle. i tried the trick of unplugging the battery to reset the ecu, but no difference....

any suggestions?
