Last night I was in a taxi in Buffalo, NY and the driver had her daughter and 1 1/2 yr old granddaughter in the back seat. Nobody had a seat belt or a car seat and I asked about it. She said cab drivers are exempt from that law. Is this true? I don't want to be a "know-it-all" unless I am well informed. I know what the law states but I want to know specifically about cabs.
