NYS 5 hour pre-licensing?

Just to verify I know you have to either take Drivers education or the 5 hour pre-licensing course in order to take the road test. I also know that if you take Drivers Education you can get your full class D license at age 17 rather than 18. Can you get your full class D license at 17 taking this 5 hour pre-licensing course.
