Notification Bar Stuck

My Mytouch is having a recurring issue where the notification bar can't be opened. Previously I had restarted and that solved everything, but now it is just not responding. I can't go to notifications via the menu button either. Any suggestions?

If someone could help me-- there might be another thread on this but I couldn't find it. Thanks!
 
So, if you do go to Menu -> Notifications, what happens? Nothing at all?

Are you running an official Android version, or a rooted/custom ROM (you'd know if you are)?

Are you using any home screen replacement apps?

If you turn your phone off, on again, wait at least 5 minutes for it to boot and finish loading everything (so that it's not busy loading/unloading stuff) and don't use your phone in the meantime for anything, does your notification bar respond then?
