not being allowed to go to a certain high school?

I recently moved to a new city, and my mom tried to enroll me at a school close to our home, but the person who decided whether I'll be enrolled or not seemed hesitant. Instead, I was recommended to go to another high school, a continuation school.

The person who decided whether I'll be going to the high school or not said, I'm attractive and I may cause problems for the students because I might attract the boys at school and the other girls would start drama with me.

Question is, did she have the right to say that? and I was recommended to go to a continuous high school where most trouble makers go, though I myself have no records of being a trouble maker in H.S! does a high school have the right to deny a person from enrolling from their school?
