They obviously have a limited number of nuclear weapons and a limited amount of nuclear fuel to make more. Each time they test one, they reduce their stockpile. Does that imply their real motivation is just to scare everyone, and that they have no intention of ever starting a nuclear war?
What do they hope to gain by scaring everyone? Is it just insanity, caused by their dictator becoming senile or something?
