You could, but you would be paying international roaming charges, which are usually pretty expensive. We generally recommend when travelling overseas, to purchase prepaid SIM cards in the country you are visiting and use them while you are there. If you really must use your T-Mobile SIM in Paraguay, make sure you are aware of the international roaming charges beforehand. :D
