Noise not working in Photoshop! Help!?

I'm adding noise to a black background (attempting to make a starry night), however, once I go through and add noise, then adjust the levels, and hit "ok", it goes back to a fuzzy white looking screen. Anyone have any ideas what could be preventing the noise to stay where I put it?
 
Are you working on a large image, and zoomed out to view it all at once? The effect of displaying it shrunk down to a smaller size will blur small pixel differences (like noise) and appear differently.

Failing that, try selecting highly contrasting colors before using noise?

Are you following that tutorial where he states to use noise, blur it a little, use levels to gradually remove darker pixels until you end up with a nice random star field that isn't too busy?
