no spark on 1999 honda Accord-What could be the cause?

I have a 99 honda accord EX with a 4 cylinder has no spark. the problem is NOT the distributor, and there is power to the distributor, but there is no power to the module. I have already had a tune up done cap. rotor and wires. The battery has been checked. One time when I turned the key on there was power to the module, but every other time there was not. HELP! What can it be????
