No refusal law into affect in my hometown. Is it right?

Here in my hometown they have come up with it. You refuse to submit to a breathilizer for a DWI and they turn to blood samples. Can the local government 'force' you to give blood? Isn't this against our civil rights? I know you shouldn't risk it anyway but I'm just saying it's wrong.
I live in Texas,....Corpus Christi.
 
You can refuse to give blood, and a judge can order it taken. Usually, a refusal is a presumptive fail.
 
You can't be forced to testify against yourself. That's essentially what giving a breath, blood, or other sample would be. They may have just passed a contrary law but I doubt it would withstand a court challenge.

There is the concept of implied consent that applies to DUI. If you don't consent to giving a sample you can be assumed to be under the influence. There is no forcing you to submit though.
