No credit card but want a cellphone on a plan..can I get one?

I got a cellphone in my moms name 2 years ago when I was 18 because I had no credit card.
I cant remember if they said you NEED a credit card to get one or if you just need peices of ID.
Does anyone know?
Its through Bell.
My boyfriend is 18 now and wants a cellphone. Can he get one without a credit card in his own name?
