A friends son wants to get his drivers license, she doesnt have a car. My car is not currently working. How can he still take his road test without a car?

His mother doesnt have a license(shes legally blind) so she wouldnt be able to rent one. I am in no financial corner to rent one for him(my car was hit really bad and is in the shop the person who hit my car didnt have insurance so im kinda going through it with my insurance company to get my car fixed)
