NJ/NY Bicycle Light Law...?

In NJ and NY, are flashing headlight(s) and taillight(s) acceptable as proper nighttime lighting or do at least one of the head/taillights have to be solidly lit?
 
the front light has to be solid at night so you can see where your going
the back light is ok eighter way.
for the back light actually it's best flashing , so the bike is noticed faster by any car,

but day time they don't care about eighter one.
