I guess it depends on which state you are in is the biggest thing. In Idaho were i first got mine you had to have a drivers license, then take the motorcycle written and you would have a motorcycle permit then you had to under the age of 21 take a motorcycle training course (S.T.A.R.S or something like that) then you could have your motorcycle endorsement however I know live in Oregon and am not sure of the rules but have been told they are a little different.
