nextel ic502 power on?

the phone was left outside in the cold. I need to get it powered on. I have let it warm up and when i put the charger in it powers up to the screen where it says hello moto. is there something else i need to do to get it to turn on all the way? it was found outside and i would like to return it to the owner but the cell company wont give any information.
