See the difference here? By accepting Hezbollah, Lebanon is sanctioning their actions.
 
Hezbollah are the ones operating from withing civilian population centers. Under the Geneva convention that makes them at fault for civilian deaths, not Israel.

Also, I never said they shouldn't respond. It is the fact that they are blowing the shit out of seemingly random buildings and are killing many more civilians than terrorists.

Most anything I find deals with imprisonment as a tool to stop terorrism. Of course I don't think the jails are a pleasant place, but israel gave up everything hezbollah wanted, and hezbollah continued to kill regardless of the concessions.
 
The terrorist jails in Israel are also known as "terrorist schools." Why is that? Simple: anyone who enters these jails eventually comes out an even bigger terrorist. Hamas and Islamic Jihad leaders, for example, are almost all ex-cons. And therein lies the problem.
