new vin for a 52 jeep in california?

I bought a rolling chassis 52 jeep, It does not run, it does not have seats and the steering doesn't work right. it does not have a vin tag, or a number on the frame. I want to restore it by putting the body on a shortened wagoneer frame. can I get the vin tag before I start the rebuild?
