New to Calorie Cycling...?

So I read about calorie cycling online and it sounds like something I can stick to and works really good. I'm 16, 5'6, and 161 pounds. I've been trying to get to 140 since June of 2010. And its January of 2011 and I've only lost like 9 pounds. I eat 1200 calories a day. I workout 5-6 days a week for a minimum of 30 minutes. Most of the time its longer than that. I eat 5 small meals a day. I eat healthy. Idk why I'm barely losing any weight. So that's why I want to try the calorie cycle thing. But I just don't know how to set up my weekly eating plan. Can someone please help me?
Btw, my BMR is around 1590 and the calories I burn in a day is around 2300-2500.
