LONG WAY TO GO

we have a new shelter dog with us. he is half JRT and half beagle, named CAMO. he's a year old, been had him about a week now. have 3 mentally retarded folks living here and 4 normal adults living here. Camo jumps at some of us he knows are scared of us and barks, snarls and tries to bites. the adults that ain't scared he lets pet em and walk em. sometimes tries to nip etc. how can we stop the biting and barking actions though? we tap him twice on the nose and tell him to stop but he comes back aggressive and tries to retaliate or we bang on a loud pot and say "NO!" and it still don't phase him! Sigh 
we are becoming fustruated with the constant biting actions and aggression. there's no training places near us we're in a too small town. need tips we can train him on that works. ty.
