New parts but bike isnt starting?

My bike broke down and the mechanic i took it to said that it must be the carbs. I had him clean the carbs, whcih had rust in them that supposedly caused the white smoke from my exhaust from clogged carbs. Then I did a few things recently... I sent my stator out to be rewound(no OEM), had my rectifier replaced and installed a new battery. I found and installed a brand new gas tank, and changed the fuel filter. Only thing I didnt change was the petcock.. I took the rusty one I had from my old tank. The rust isnt too bad, but i dont assume this is it?

Now the bike should run fine, battery is fully charged, there is new fuel in the tank and the bike wont start. It turns over, and i can get it to start when choke is completely open, but it idles at around 1000rpm. When i close the choke the bike dies.

Whats going on? Help! (Im assuming the mechanic didnt sync the carbs?)

Adjust your carbs idle screw. When the bike is running with the choke on rev it a little bit then turn the choke off while still reving, see if the bike still runs while you rev it, then take the throttle off, and if it dies its either a leaking seal or just the idling like i said before.
 
I suspect that the mechanic would have dismantled the carbs, cleaned them thoroughly but just put them back together with nothing set correctly.
You will have to set your air mixture screws (probably 1&1/2 turns out from fully seated ,be gentle) Probably wouldn't hurt to check the float levels too.

Basically you will have to retune the bike from scratch. Though at least it starts so that half the battle won.
